Trade
Promotion Center functions and tasks
1. Functions:
Help Director of the Department of Industry and Trade to
organize and implement trade promoting activities in the following areas:
Trade promoting, calling for commercial investment
capital, supporting and guiding investors in developing commercial
infrastructure;
Support
associations, industries and businesses to develop domestic and export markets;
consulting and supporting businesses to build and develop brands;
Cooperate
with domestic and foreign trade promotion organizations to promote trade
development in the province;
Draft
documents to be submitted to the Provincial People's Committee for approval and
organize the implementation of short-term and long-term trade promotion
programs, plans and schemes.
2. Tasks:
Coordinate
in organizing and participate in trade fairs, exhibitions and seminars;
promotional activities; advertising, product display; organizing trade
promotion delegations, market survey; training courses, training on trade
promotion and improving the competitiveness of enterprises; organizing
brokerage for suppliers and customers to contact each other to set up
commercial relationships through introduction, meetings, tours as well as offers.
Process
local commercial promotion on the Center's Website; provide commercial
information to enterprises and rural areas.
Research
and develop export markets; focus on target markets in particular periods,
propose trade promotion solutions; research products, focus on key products of
Dong Nai. Simultaneously, coordinate with assorted associations to research and
propose strategies, measures, market recommendations and national partner
policies. Consulting and supporting businesses in the province to build,
promote brands, and market products.
Manage
showroom and exhibition center; organizing showrooms, introducing products,
goods and key products of Dong Nai province (including export and domestic);
organize the management of the trade fair and exhibition area to provide
services for businesses, organize fairs and exhibitions, thereby help to create
budget revenues.
Implement other tasks directed by the Leaders of Dong Nai Department of Industry and Commerce.
II. Functions and tasks of inner
sections:
1. Functions and tasks of administration
and general affairs division
Help
the center director to process following tasks:
Advise
and propose the managing implementation, recruitment, planning, appointment,
rotation, mobilization, policies, salary regime, social insurance, health
insurance, unemployment insurance, emulation and reward, discipline,
professional training and retraining, etc. for the center employees.
Implementation of legitimate framework, internal examine, administrative
reform, assessment of public affairs.
Showroom
management, center management such as: construction investment, procurement,
financial-asset management, ensuring funding and payment to be allocated in
accordance with the regime, legitimate provisions (administration Dept.).
Coordinating
with professional departments to summarize and report periodically and
irregularly assigned tasks according to regulations of the Department of
Industry and Commerce and related units (General Administration Dept.).
Build
and collect annual budget revenue, expenditure estimates then submit for
approval; guide and examine the procurement, management, use, transfer, sale,
liquidation of public property, procurement of public properties according to
the State's regulations and the decentralization of the Provincial People's
Committee; comment on regimes, policies, standards and norms related to the
financial sector at the request of all levels and branches; Report on the
implementation of the agency's regime of autonomy and self-responsibility
according to regulations; financial management and disclosure according to
current regulations.
Process
clerical and archival work for the Center (Clerical department).
Vehicles
management and operation.
Other
tasks assigned by Director.
2.
Functions and tasks of the trade promotion division
Help
the Center Director to accelerate following tasks:
Activities
related to advertising, product display, and festival events in the province
related to trade promotion.
Propose
to support enterprises in the province to process activities related to
domestic and foreign fairs and exhibitions.
Propose
to implement the procurement and liquidation of professional equipment and
tools for trade fairs and exhibitions.
Help
to implemente programs related to the "The Vietnamese prefer to use
Vietnamese goods" campaign.
Support
associations, enterprises, other businesses to develop domestic and export
markets. Advise and propose solutions to promote the export of key products of
Dong Nai province.
Organize
trade, broker for suppliers and customers to contact to establish commercial
relationships in the form of introducing parties, organizing trade meetings,
making offers,... conferences.
Advise
and propose solutions to promote the development of major commercial markets.
Provide
commercial information to businesses and to rural areas.
Organizing
training and retraining classes related to trade promotion.
Advise
and propose activities related to domestic and foreign market survey.
Administer
the website of the Trade Promotion Center. Research the application of
scientific advances to build a information system and trade promotion bases, serving
the management and professional assigned work.
Help
the Director to report on professional contents within the department scope of
activities.
Organize
other duties assigned by the Director.
